Project Volterra is a development kit from Microsoft that was announced at Build 2022.

It is designed to help developers create Windows apps for Arm-based devices. 

The kit includes a dev board, a software development kit, and a suite of tools and resources. 

The dev board is powered by an Armv9 processor with a Neural Processing Unit (NPU). 

The NPU can be used to accelerate AI workloads, 

such as image recognition and natural language processing. 

The dev board also has 32GB of RAM, 512GB of storage, and a variety of ports. 

The software development kit includes Visual Studio 2022 with 

support for Arm64, the Windows SDK, and the Win App SDK.  

The Win App SDK is a new set of tools that makes it easier to build native Windows apps for Arm.
